BIOGRAPHY:
Dave Lyon is a global intelligence and security executive with deep experience across both the public and private sectors. A former undercover operations officer with the CIA’s Directorate of Operations/National Clandestine Service, Dave served for over a decade on high-stakes overseas assignments focused on counterterrorism, foreign intelligence, counterespionage, cybersecurity, and political-military affairs.

Following his government service, Dave transitioned into the private sector as an international business consultant, advising clients on people risk, insider threat, talent acquisition, intelligence operations, business development, and geopolitical strategy. He leverages a global network of former intelligence practitioners—described as a “private sector CIAâ€â€”to support client needs with precision and discretion.

Dave also served as a commissioned intelligence officer in the U.S. Navy, where he was designated an Information Dominance Warfare Officer (IDWO) and worked with a naval intelligence unit attached to the Defense Intelligence Agency. His early career included roles at the Pentagon in the Office of the Secretary of Defense (OSD), at the U.S. Embassy in Beijing with the Foreign Commercial Service, and at the White House.

He holds a B.A. in International Relations and East Asian Studies from George Washington University and an M.S. in Criminal Justice with a concentration in the Analysis of Criminal Behavior from the University of Cincinnati. He has completed graduate-level coursework in national security and strategic studies at the U.S. Naval War College.

Dave is a member of the OSS Society and the Central Intelligence Retirees’ Association, and a former Term Member of the Council on Foreign Relations. He speaks Mandarin Chinese and has working knowledge of Indonesian and Spanish.
